Setback for Scott: Parliamentarian Blocks Key Elements of GOP Megabill

In a significant development on Capitol Hill, the Senate parliamentarian has ruled against several vital components of Senator Tim Scott's ambitious legislative proposal, which forms part of the Republican Party's extensive budget reconciliation bill. This decision was disclosed by the office of Jeff Merkley, the Budget Committee's ranking member.

The affected provisions include a plan to eliminate funding for the Consumer Financial Protection Bureau, reduce salaries for some Federal Reserve employees, cut funds for the Treasury’s Office of Financial Research, and dissolve the Public Company Accounting Oversight Board. These elements were deemed ineligible for inclusion in a budget reconciliation bill, which allows passage with a simple majority and avoids a filibuster.

This ruling by Parliamentarian Elizabeth MacDonough presents a considerable obstacle for Senator Scott and his colleagues on the Banking Committee. They are now tasked with reevaluating the foundational aspects of their contribution to the so-called "big beautiful bill." The committee must identify $1 billion in cuts over the next decade, as stipulated by a budget resolution that has been approved by both the Senate and the House of Representatives. This requirement represents only a small portion of the overall legislative package.

The budget reconciliation process has stringent rules, permitting only measures that directly impact federal spending or revenue. MacDonough's role is crucial as she determines the compliance of proposals with these regulations. Earlier this week, staff members from both parties within the Banking Committee met with the parliamentarian to discuss the feasibility of Scott's proposals.

Despite the proposal pushing boundaries beyond what was passed in the House, it had already been met with skepticism, even among some Republicans on the committee, regarding its adherence to the strict rules of the reconciliation process. Following this ruling, committee Republicans are compelled to either completely remove or significantly modify some of the most substantial cost-saving measures in their plan.

As the GOP navigates these challenges, the future of their broader legislative ambitions remains uncertain, with critical aspects now requiring substantial revision to align with the procedural standards of the Senate.
