Jeanne Shaheen: The Key Democrat in Ending the Government Shutdown

If the current government shutdown is to be resolved swiftly, the Republicans might have to negotiate terms with a notably influential Senate Democrat. New Hampshire Senator Jeanne Shaheen has become a pivotal figure in the ongoing bipartisan efforts to find a way out of the deadlock that has ensnared congressional leaders and President Donald Trump.

With a notable track record, including her staunch advocacy for enhanced Obamacare tax credits—a major point of contention in the shutdown discussions—Shaheen's experience as a veteran appropriator who vehemently opposes government shutdowns plays a critical role. Additionally, as she plans to retire next year after 18 years in the Senate, she faces less political pressure, allowing her to navigate the negotiations with a focus purely on outcomes rather than electoral consequences.

Shaheen's reluctance to disclose the specifics of her discussions does not obscure her active involvement in public dialogues, including media appearances aimed at fostering a bipartisan agreement. Her extensive experience in bipartisan negotiations, such as her participation in a Senate group that resolved a brief shutdown in early 2018 and her role in the 2021 infrastructure deal during Joe Biden's administration, lends credibility to her current efforts.

Moreover, her position as the top Democrat on the Foreign Relations Committee has built her rapport with Republicans, enhancing her influence in critical negotiations. She has even negotiated international agreements in exchange for legislative progress, such as advancing a nomination for a UN ambassador in return for a foreign aid deal.

As the shutdown lingers, Shaheen's strategies and outreach to both Democratic and Republican colleagues will be crucial. Her focus is not just on immediate resolution but also on addressing longer-term legislative priorities, such as moving full-year appropriations bills.

Republicans, including Senator Mike Rounds of South Dakota, recognize Shaheen as a valuable collaborator in the efforts to conclude the shutdown. "She’s been kind of a good purveyor of the message," Rounds commented, highlighting her pragmatic approach to resolving the crisis and restoring normal governmental functions.
