In the midst of the longest government shutdown in U.S. history, Senator Rand Paul is making waves in the Senate by demanding a vote on his proposed amendment concerning Kentucky’s hemp industry before he will allow a shutdown-ending spending bill to proceed. The Kentucky Republican's amendment seeks to remove specific language from the bill that he claims unfairly targets hemp producers in his state.
The current standoff is complicating efforts by Senate GOP leaders who are scrambling to end the 41-day shutdown. With Paul's refusal to give unanimous consent, the Senate faces a prolonged process that could delay the bill's passage significantly. This process involves multiple procedural votes before the bill can even reach the House for final approval and eventually land on President Donald Trump’s desk for his signature.
The contentious language in the spending bill, fiercely debated by Senator Mitch McConnell and Representative Andy Harris, aims to clamp down on intoxicating hemp products. However, Paul’s one-page amendment advocates for maintaining the current regulations, which he believes better protect the interests of Kentucky farmers and the hemp industry at large.
Gabrielle Lipsky, a spokesperson for Senator Paul, relayed his intentions, stating, "Senator Paul affirms his commitment to reopening the government without delay." She emphasized that the hemp provision Paul is challenging is "unrelated to the budget and the government-reopening goal." Despite the urgency to resolve the shutdown, Paul is pushing for a simple-majority vote on his amendment, although Senate insiders suggest it is unlikely to pass.
Lipsky further commented on Paul's strategy moving forward, noting that he will "work to ensure that the final bill excludes this unrelated language in order to defend the livelihoods of Kentucky farmers, hemp processors, and manufacturing jobs."
