Shapiro Aims for Democratic Trifecta to Propel Policy Wins Ahead of 2028

Pennsylvania Governor Josh Shapiro, known for his adept handling of a sharply divided state legislature, is setting his sights on a Democratic trifecta in Harrisburg as he eyes future political aspirations, possibly including a 2028 presidential run. Shapiro, who played a pivotal role in flipping the state House in his favor in 2022, continues to grapple with a Republican-dominated Senate that has thwarted several of his key policy initiatives, including the push to increase Pennsylvania's minimum wage, which ranks among the lowest in the nation.

Last year, Pennsylvania's budget impasse exemplified the legislative gridlock, delaying essential funding for counties, schools, and nonprofits. Shapiro is now intensifying efforts to secure Democratic control of both legislative chambers, alongside his own reelection campaign. His agenda focuses on enhancing affordability through policies like raising the minimum wage and expanding renewable energy production.

In a recent event in Washington, Shapiro expressed his frustration with the Republican Senate, stressing the necessity of a Democratic trifecta to bypass these roadblocks. "There are some things that the Republican Senate has blocked me on that I would like us to be able to get done," Shapiro stated, signaling the importance of unified control.

During his state budget address, Shapiro sharply criticized Senate Republicans for stalling on wage increases and his energy initiatives, accusing them of yielding to special interests at the expense of the state's welfare. This push for a trifecta is seen as crucial not only for advancing his policy goals but also for enhancing his standing on a national stage, where he might face a crowded field of accomplished governors in the 2028 primaries.

Despite the challenges, Pennsylvania Democrats are optimistic, buoyed by recent electoral successes and Shapiro's robust approval ratings. In 2024, Shapiro's influence was credited for helping Democrats maintain a slender majority in the House, despite broader Republican victories statewide.

Shapiro has been a formidable fundraiser, amassing a significant war chest that starkly contrasts with that of his likely GOP rival, State Treasurer Stacy Garrity. His financial support and active campaigning have been instrumental in bolstering Democratic candidates across Pennsylvania.

However, achieving a trifecta remains a formidable challenge, with only half the Senate up for election this cycle and many seats located in traditionally Republican, rural areas. Nonetheless, Shapiro and Democratic leaders remain undeterred, propelled by past victories and the strategic importance of controlling the state legislature.

As 2028 looms, securing a Democratic trifecta could significantly bolster Shapiro's potential presidential candidacy, enabling him to showcase tangible achievements on the national stage. According to State Rep. Mike Schlossberg, "If he can help us win the trifecta, and then use it to actually govern and get good results, that looks really good at the national level."
