These agencies are slated to receive funds from a second, separate measure under the budget reconciliation process, which only requires a majority vote and is typically used for passing budgetary legislation.

"It has some problematic language because it was haphazardly drafted," Johnson explained to reporters, suggesting that the bill was rushed through the Senate without thorough consideration. "We have a modified version that I think is going to be much better for both chambers."
