Congressional Progressive Caucus Unveils Plan to Tackle High Living Costs Ahead of Midterms

As the midterm elections approach, the Democratic Party is sharpening its focus on the burgeoning cost-of-living crisis affecting Americans. On Wednesday, the House's left-leaning faction, the Congressional Progressive Caucus (CPC), introduced an ambitious suite of 10 proposed bills designed to alleviate financial pressures on essentials such as prescription drugs, utilities, gas, child care, and housing.

Rep. Greg Casar (D-Texas), chair of the CPC, presented the proposals as common-sense solutions that should serve as a unifying platform for all House Democrats. "This is the Progressive Caucus’ idea of what government should be doing for you every single day," Casar stated during a press conference.

The Democrats' pivot to an "affordability" narrative for 2026 aims to capitalize on widespread economic dissatisfaction under the current Republican-controlled Congress. Last year's electoral victories by New York Mayor Zohran Mamdani, Virginia Gov. Abigail Spanberger, and New Jersey Gov. Mikie Sherrill underscored the potency of this agenda. However, detailed legislative strategies have been sparse from the House Democratic leadership, leaving a gap that both moderate and progressive factions are eager to fill.

Earlier this year, the centrist New Democratic Coalition rolled out their "Affordability Agenda". While there are similarities between the two plans, the CPC's "New Affordability Agenda" distinguishes itself by also pushing for progressive priorities such as guaranteed paid time off and the abolition of super PACs.

The progressives' strategy hinges on tackling "corporate greed" to drive down costs, a theme they believe will resonate across the party and appeal to a broad electoral base. Casar highlighted the universal appeal of these proposals, noting, "These bills win in Trump districts and Democratic districts and in swing districts all across the country."

As discussions with House Democratic leaders continue, Casar is optimistic about the potential for these proposals to form the backbone of governance should Democrats regain the majority. With the CPC's plan now public, it sets the stage for a broader party debate on how best to address the economic challenges facing voters, and positions the progressives as a driving force in shaping the Democratic agenda leading into the crucial midterm elections.
