In a bold political gamble, President Donald Trump is attempting to propel his SAVE America Act forward by linking it to essential bipartisan legislation concerning housing and government surveillance powers. This maneuver, which Trump has declared a top priority ahead of the midterm elections, threatens to derail the passage of these broader legislative efforts.
The SAVE America Act, a contentious proposal by the President, includes stringent voter ID and proof of citizenship requirements for federal elections and seeks to ban transgender women from competing in women's sports, among other controversial measures. By proposing to bundle these provisions with unrelated legislation, Trump is testing the legislative process and the patience of some fellow Republicans and many Democrats.
“We cannot, as a Country, put up with this any longer!!! Voter I.D., and Proof of Citizenship, must be approved, NOW. Crooked Mail-In Voting must be stopped!!! PUT IT ALL IN THE HOUSING AND FISA BILLS,” Trump expressed his urgency in a post on Truth Social last Saturday.
The bipartisan housing bill, which mirrors a version endorsed by the White House and passed by the Senate in March, is scheduled for a vote in the House next week. Simultaneously, Congress faces a tight deadline of June 12 to reauthorize Section 702 of the Foreign Intelligence Surveillance Act (FISA), vital for national security, which permits the surveillance of foreigners abroad but also incidentally collects data on Americans.
Integrating the SAVE America Act into these bills could significantly complicate bipartisan support, essential for their passage. The President’s strategy risks not only the success of these bills but also the broader legislative agenda of his party. Despite his insistence, the political fallout could be substantial, with many voters still undecided or opposed to the provisions of the SAVE America Act, according to a recent POLITICO poll.
“It will guarantee the midterms,” Trump claimed in March, suggesting that the act's passage is crucial for his party's success. However, this approach has generated skepticism within his party and outright opposition among Democrats, who are critical for passing the bipartisan measures.
As the deadlines approach, lawmakers are caught in a high-stakes political drama that will test the resilience of bipartisanship in Congress. The outcome could define the legislative landscape as the midterms loom, highlighting the deep divisions and the challenging path ahead for substantial legislative achievements.
